Umeå Kommun faced significant challenges with its employment process, particularly within its elder care sector, which hires about 1,000 employees annually.

Challenge

The recruitment process was perceived as time-consuming, inefficient, and prone to errors, affecting the applicant’s perception of the municipality as an employer and potentially leading to a negative initial impression for new hires. This complex situation necessitated a thorough review and redesign of the hiring procedures to enhance efficiency and applicant experience.

Due to its scope and complexity, the project was divided into several subprojects led by a mix of internal and external teams, including Knightec Group. Early work focused on mapping current processes, conducting analyses, and creating a structured plan with clear priorities and communication strategies. Improvements such as updated authorization processes, robotic process automation, and detailed process mapping were developed in close collaboration with HR.

An agile, cross-functional approach enabled continuous testing and refinement, ensuring the solutions were effective, adaptable, and aligned with future needs while strengthening collaboration across teams.
